Volker's appointment was unusual, as he continued to draw a salary from the McCain Institute, partly funded through donations from the lobbying firm Barbour Griffith Rogers, where he also served as "senior worldwide advisor".

Rudy Giuliani, a central figure in the impeachment inquiry into President Donald Trump, on Saturday played down his role in a proposed statement negotiated between US diplomats and Ukrainian officials this summer about fighting corruption in the eastern European country. Accusations of wrongdoing by the Bidens have not been substantiated, leading Democrats to say Giuliani has been pushing conspiracy theories.

"There's a lot of talk about Biden's son, that Biden stopped the prosecution and a lot of people want to find out about that so whatever you can do with the Attorney General would be great", Trump told Zelensky in the July 25 call.

It was unclear if Graham's invitation was for Giuliani to appear in public or behind closed doors.

Giuliani has repeatedly refuted the claims made in the whistleblower report, claiming that the State Department asked him to meet with one of Zelensky's top advisers, Andriy Yermak.

Democrats did, however, applaud the move to invite the outspoken Trump attorney. Adam Schiff (D-Calif.), until Schiff is removed and the full House votes to authorize the impeachment inquiry. Schiff and other Democratic House chairmen said they meant to subpoena Sondland to compel his deposition.
